RMKS/1. THIS NAVADMIN ANNOUNCES THE PLANNED DISTRIBUTION OF A ONE -TIME TARGETED NWU CLOTHING REPLACEMENT ALLOWANCE (CRA) AND PROVIDES CLARIFYING GUIDANCE ON MANDATORY WEAR DATES OF THE NAVY WORKING UNIFORM (NWU), AS ANNOUNCED IN REF B. THIS TARGETED CRA IS INTENDED TO ENSURE ALL WHO ENTERED RECRUIT TRAINING COMMAND (RTC) DURING THE DATES SPECIFIED IN PARA 2 ARE FULLY AND EQUALLY COMPENSATED FOR THE PURCHASE OF A FULL COMPLEMENT OF NWU’S. THIS NAVADMIN CANCELS REF A.

2. ACTIVE COMPONENT (AC), FULL TIME SUPPORT (FTS) AND NATIONAL CALL TO SERVICE (NCS) SAILORS WHO ENTERED RTC GREAT LAKES BETWEEN 1 OCTOBER 2007 AND 30 SEPTEMBER 2008 WILL RECEIVE A ONE-TIME TARGETED CRA OF $368.19. AC, FTS AND NCS SAILORS WHO ENTERED RTC GREAT LAKES BETWEEN 1 OCTOBER 2008 AND 26 APRIL 2009 WILL RECEIVE A ONE-TIME TARGETED CRA OF $524.35.
THIS ALSO INCLUDES AC AND FTS NAVY VETERANS (NAVET) AND OTHER SERVICE VETERANS (OSVET) WHO ENTERED RTC DURING THIS TIME. PAYMENT OF THIS ONE-TIME NWU CRA WILL BEGIN AS EARLY AS 15 NOVEMBER 2010.

3. AC, FTS AND NCS SAILORS WHO ENTERED RTC GREAT LAKES PRIOR TO 1 OCTOBER 2007 WERE PROVIDED AN ENHANCED CRA IN FY08 AND FY09 AND CRA SUSTAINMENT PAYMENTS IN FY10, PROVIDING SUFFICIENT COMPENSATION FOR THE ENTIRE NWU ENSEMBLE. ALL AC, FTS AND NCS SAILORS WHO ENTERED RTC GREAT LAKES AFTER 26 APRIL 2009 RECEIVED THE ENTIRE NWU ENSEMBLE IN THEIR INITIAL UNIFORM ISSUE AT RTC AND A SUSTAINMENT CRA PAYMENT IN FY10.

4. UPON RECEIPT OF THIS TARGETED CRA, SAILORS ARE EXPECTED TO PURCHASE AND MAINTAIN A FULL COMPLEMENT OF NWU COMPONENTS. FOR THOSE WHO PREVIOUSLY PURCHASED NWU ITEMS, THIS TARGETED CRA IS COMPENSATION FOR OUT-OF-POCKET EXPENSES, AND ALLOWS ALL SERVICE MEMBERS TO MAINTAIN THE REQUIRED COMPLEMENT OF SERVICEABLE NWU’S.

5. UPDATED MANDATORY WEAR DATES: 31 DECEMBER 2010 REMAINS THE DEADLINE, PER REF B, FOR SAILORS NOT SPECIFIED IN PARA 2 TO PURCHASE AND MAINTAIN A FULL COMPLEMENT OF NWU ITEMS. FOR SAILORS ELIGIBLE TO RECEIVE THE ONE-TIME NWU CRA AS SPECIFIED IN PARA 2, THE NWU MANDATORY WEAR DATE OF 31 DECEMBER 2010 APPLIES. HOWEVER, THE DEADLINE TO POSSESS A FULL COMPLEMENT OF NWU’S IS 30 SEPTEMBER 2011. THIS ADDITIONAL TIME WILL ALLOW SAILORS WITHOUT IMMEDIATE MEANS TO PURCHASE NWU’S (DUE TO LOCATION OR DEPLOYED STATUS) TO PURCHASE AND PREPARE THE REMAINING NWU COMPONENT REQUIREMENTS. FULL NWU COMPONENT REQUIREMENTS ARE AS FOLLOWS:
A. FOUR NWU BLOUSES AND TROUSERS
B. ONE PAIR OF NWU BOOTS
C. TWO EIGHT-POINT UTILITY CAPS
D. FIVE BLUE 100 PERCENT COTTON T-SHIRTS
E. FIVE PAIRS OF BOOT SOCKS
F. ONE MOCK TURTLE NECK SWEATER
G. ONE FLEECE LINER
H. ONE GORTEX PARKA
I. TWO PAIR OF BLOUSING STRAPS
J. 1 1/4 INCH UNISEX GRADE DEPENDENT (KHAKI OR BLACK) COTTON OR NYLON WEB BELT WITH BUCKLE (SILVER FOR E6 AND BELOW AND GOLD FOR E7 AND ABOVE).

6. TO ENSURE AFFECTED SAILORS ARE AWARE OF THIS PENDING PAY TRANSACTION, THE FOLLOWING COMMUNICATION AVENUES ARE AVAILABLE:
A. BUPERS ONLINE (BOL). SAILORS CAN LOG ON TO BOL AT HTTPS: //WWW.BOL.NAVY.MIL AND RUN AN INDIVIDUAL REVIEW TO DETERMINE IF THEY WILL RECEIVE A TARGETED CRA PAYMENT. THOSE PERSONNEL WITH BOL COMMAND-LEVEL ACCESS WILL HAVE THE ABILITY TO PERFORM A REVIEW BY UIC. THE REVIEW HYPERLINK IS NAMED “NAVY WORKING UNIFORM ONE-TIME TARGETED CLOTHING REPLACEMENT ALLOWANCE INFORMATION.”
B. NPC CUSTOMER SERVICE CENTER (CSC). THE NPC CSC IS AVAILABLE VIA E-MAIL AT CSCMAILBOX(AT)NAVY.MIL TO CONDUCT A REVIEW. PLACE “NAVY WORKING UNIFORM ONE-TIME TARGETED CLOTHING REPLACEMENT ALLOWANCE INFORMATION” IN THE SUBJECT LINE, AND THE E-MAIL MUST INCLUDE NAME, LAST 4 DIGITS OF SSN, UIC AND RTC ATTENDANCE DATES (FROM DD FORM 4/1). ADDITIONALLY, THE NPC CUSTOMER SERVICE CENTER IS AVAILABLE BETWEEN THE HOURS OF 0800 TO 2000 EST AT 1-866-U-ASK-NPC (866-827-5672).
C. LEAVE AND EARNING STATEMENT (LES). A NOTE WILL APPEAR IN THE REMARKS SECTION OF AN AFFECTED SAILOR’S LES. THIS NOTE AND PAYMENT WILL BE IN ADDITION TO ANY ELIGIBLE ANNIVERSARY CRA PAYMENTS.

7. APPEAL PROCESS: ANY SAILOR WHO IS ENTITLED TO THIS PAYMENT BUT NOT REFLECTED AS SUCH ON BOL SHOULD CONTACT THE NPC CUSTOMER SERVICE CENTER USING THE PROCEDURES OUTLINED IN PARA 6.B. THE CSC WILL VERIFY THE SAILOR’S BASIC TRAINING (RTC) COMMENCEMENT DATE FROM THEIR DD FORM 4/1, PROVIDE A RESPONSE TO THE MEMBER AND SUBMIT VALIDATED INFORMATION TO OPNAV N13 POC FOR PAYMENT. OPNAV N13 WILL COORDINATE WITH DEFENSE FINANCE AND ACCOUNTING SERVICE (DFAS) FOR PAYMENT, WHICH WILL NORMALLY OCCUR WITHIN 30 DAYS. COMMANDERS: FOR UNRESOLVED DISCREPANCIES, CONTACT OPNAV N13 POC FOR RESOLUTION.

I have received the following:

Initial clothing allowance(ICA) – 184.94 (August 2008)
Clothing maintenance allowance(CMA) – 232.20 (August 2009)
Clothing maintenance allowance(CMA) – 316.80 (August 2010)
Clothing replacement allowance(CRA) – 368.19 (November 2010)
TOTAL=1102.13, W/O (ICA)=917.19, 2yr total w/o (ICA)= 917.19

I entered boot camp on August 15, 2008 and graduated on October 17th (I believe). The following situation is what me and other shipmates cannot understand. I have a shipmate here who was willing to share her information with me. She entered boot camp on January 13, 2009 and received the black and tan uniforms while in boot camp.
She received the following:

Initial clothing allowance(ICA) – 409.44 (January 2009)
Clothing maintenance allowance(CMA) – 158.40 (January 2010)
Clothing replacement allowance(CRA) – 524.35 (November 2010)
TOTAL=1092.19, W/O (ICA)=682.75, January 2011 projected 2yr total w/o (ICA)=999.55

I understand that females get more for their initial clothing allowance, so we will take this factor out of the equation(see the W/O (ICA)). Now, this member hits her 2 year mark in January 2011 in which she will receive another $316.80. Bringing her total including the CRA to $999.55. At my 2 year mark, including the CRA, I have only received $917.19 and I did not receive the brown and tan uniform in boot camp in which she did. I have received less entitlement and purchased more uniforms( 4 sets of black and tan trouser and shirt, jacket, shoes, hat, socks, and rating insignia). This is not just to me, nor any of the shipmates that are in my situation. There are many at my command who are in this situation and have shared their concern with me. All of us entered boot camp around the same time and are E-3’s. They were willing to share the information with me to check their entitlements, and we are all raising the same questions. Can someone please help us?

How does this cover the 1000 dollars that I spent to buy my uniforms? … I’m still missing my parka and what not.
