RMKS/1. THIS NAVADMIN ANNOUNCES THE CHIEF OF NAVAL OPERATIONS APPROVED
UNIFORM POLICY CHANGES AS PROPOSED BY THE 16 DECEMBER 2010 NAVY UNIFORM BOARD
(NUB). THE NUB IS LED BY THE CHIEF OF NAVAL PERSONNEL (PRESIDENT). THE
FUNCTIONS OF THE NUB ARE OUTLINED IN REF A. APPROVED UNIFORM CHANGES ARE AS
FOLLOWS:

A. CHIEF PETTY OFFICER (CPO) CUTLASS DESIGN. THE APPROVED CPO CUTLASS DESIGN DESCRIPTION IS
AS FOLLOWS:
(1) THE CPO CUTLASS BLADE IS MADE FROM STAINLESS STEEL, IS NICKEL IN COLOR, AND IS 26 INCHES IN LENGTH.
(2) AT THE BASE OF ONE SIDE OF THE BLADE ARE FOUR LASER ENGRAVED CPO ANCHORS (CPO, SCPO, MCPO AND MCPON).
(3) ON THE OPPOSITE SIDE OF THE BASE OF THE BLADE ARE LASER ENGRAVED INITIALS “USN.”
(4) THE POMMEL IS BRASS IN COLOR AND CONTAINS THE DESIGN OF THE 1897 CPO CAP INSIGNIA.
(5) THE HANDLE OF THE CUTLASS INCLUDES A BRASS
COLORED HAND GUARD WITH BLACK LEATHER HANDLE WRAPPED IN GOLD WIRE.
(6) THE CUTLASS IS ACCOMPANIED BY A MATCHING LEATHERSCABBARD WITH BRASS TOP MOUNT AND TOE PLATE.
(7) THE BUCKLE IS GOLD PLATED IN COLOR WITH TWO INTERLOCKING FASTENERS.
(8) MOUNTED ON THE CENTER OF THE BUCKLE WILL BE THE APPLICABLE CPO RANK INSIGNIA (CPO, SCPO, MCPO, OR MCPON).
(9) THE ADJUSTABLE BELT IS MADE FROM BLACK LEATHER WITH AN ADJUSTABLE SHOULDER STRAP.
(10) THE FROG IS MADE FROM BLACK LEATHER AND CUSTOM MADE TO FIT THE CPO CUTLASS SCABBARD.
UPON AVAILABILITY, THE CUTLASS IS AUTHORIZED FOR WEAR BY CPOS DESIGNATED AS MEMBERS OF THE OFFICIAL PARTY DURING CEREMONIES THAT REQUIRE OFFICERS TO WEAR SWORDS. TO FACILITATE UNIFORMITY IN APPEARANCE, THE CPO CUTLASS MAY ONLY BE WORN IF ALL CPO MEMBERS OF THE OFFICIAL PARTY ARE WEARING THE CUTLASS. THE CUTLASS IS EXPECTED TO BE AVAILABLE FOR PURCHASE ON
1 AUGUST 2011. PURCHASE OF THE CUTLASS SHALL BE AT THE MEMBER’S EXPENSE VIA SPECIAL ORDER AT NAVY EXCHANGE UNIFORM CENTERS OR VIA THE NEX UNIFORM WEBSITE AT HTTPS://WWW.NEXNET.NEXWEB.ORG/PLS /NEXAUTH/WG_SELECT_SPEED (ALL LOWERCASE) OR NEX CALL CENTER AT 1-800-368-4088.

B. USE OF PORTABLE COMMUNICATION DEVICES. EFFECTIVE 60 DAYS FROM THE RELEASE OF THIS MESSAGE, COMMUNICATION DEVICES (E.G. CELL PHONES, BLACKBERRIES, PAGERS, ETC.) ARE AUTHORIZED FOR USE AND WEAR WHILE IN UNIFORM (TO INCLUDE WALKING) IN THE MANNER PRESCRIBED AS FOLLOWS:
(1) COMMUNICATION DEVICES SHALL BE CONSERVATIVE IN COLOR AND DESIGN AND SHALL NOT DISTRACT FROM THE APPEARANCE OF THE UNIFORM.
(2) ONLY ONE COMMUNICATION DEVICE IS AUTHORIZED FOR WEAR AND CAN ONLY BE WORN ON THE BELT OF WORKING AND SERVICE UNIFORMS AFT OF THE ELBOW.
(3) WEARING OF COMMUNICATION DEVICES ON SERVICE DRESS UNIFORMS IS NOT AUTHORIZED.
(4) COMMUNICATION DEVICES WILL NOT BE VISIBLE FROM THE FRONT AND WORN IN SUCH A MANNER AS TO IMPEDE THE NORMAL WEAR AND APPEARANCE OF THE UNIFORM (E.G.
SAGGING, BUNCHING, BULGING, PROTRUDING ETC.).
(5) WHENEVER THERE IS A CONCERN FOR OPERATIONAL SECURITY, THE AUTHORIZED USE OF COMMUNICATION DEVICES SHALL BE AT THE COMMANDING OFFICER’S DISCRETION.
(6) THE USE OF PORTABLE COMMUNICATION DEVICES SHALL NOT INTERFERE WITH THE RENDERING OF MILITARY COURTESIES AND HONORS NOR VIOLATE LOCAL, STATE AND FEDERAL LAWS.
(7) WHEN NOT BEING WORN ON THE UNIFORM AND IN USE, COMMUNICATION DEVICES WILL BE PLACED AT THE SIDE OF THE LEG AND IN THE APPROPRIATE HAND WHEN RENDERING SALUTES, GREETINGS AND OTHER MILITARY COURTESIES/HONORS.
(8) THE USE OF AN EARPIECE, BLUE TOOTH TECHNOLOGY, HEADSETS OR HANDS-FREE DEVICE WHILE IN UNIFORM INDOORS OR OUTDOORS IS PROHIBITED UNLESS SPECIFCALLY AUTHORIZED FOR THE EXECUTION OF OFFICIAL DUTIES (E.G. NSW, SECURITY PERSONNEL, DETAILERS, ETC.).
(9) THE USE OF BLUE TOOTH TECHNOLOGY, HEADSETS AND OTHER HANDS-FREE DEVICES ARE ONLY ALLOWED IN UNIFORM IN A VEHICLE WHEN AUTHORIZED BY LOCAL, STATE AND FEDERAL LAW. REGIONAL COMMANDERS MAY FURTHER RESTRICT ON BASE USE OF HANDS-FREE DEVICES.

C. KHAKI OVERBLOUSE FOR FEMALE OFFICERS AND CPOS. EFFECTIVE 60 DAYS FROM RELEASE OF THIS
MESSAGE, FEMALE OFFICERS AND CPOS ARE AUTHORIZED TO WEAR THE POLY /WOOL KHAKI OVERBLOUSE AS AN OPTIONAL SERVICE KHAKI UNIFORM COMPONENT IN THE MANNER PRESCRIBED AS FOLLOWS:
(1) THE POLY/WOOL OVERBLOUSE IS AUTHORIZED FOR WEAR WITH POLY/WOOL SERVICE KHAKI SLACKS OR SKIRTS ONLY.
(2) THE OVERBLOUSE SHALL BE WORN OUTSIDE THE SLACKS OR SKIRT AND SHALL HANG COMFORTABLY OVER THE HIPS AND CHEST WITHOUT PULLING OPEN.
(3) WHEN WORN WITH THE BLACK RELAX FIT JACKET OR V -NECK SWEATER, THE OVERBLOUSE WILL BE TUCKED SO THAT THE BOTTOM OF THE BLOUSE WILL NOT PROTRUDE BEYOND THE BOTTOM OF THE JACKET OR SWEATER.
(4) THE LENGTH OF THE OVERBLOUSE SHALL BE LONG ENOUGH TO FALL APPROXIMATELY ONE INCH ABOVE THE BOTTOM OF THE SIDE POCKET OPENING. ALL BUTTONS SHALL BE FASTENED .
(5) ALL RIBBONS, WARFARE DEVICES, ID BADGES AND NAMETAGS SHALL BE WORN AS PRESCRIBED FOR THE SUMMER WHITE UNIFORM WITH THE EXCEPTION OF PLACEMENT OF RIBBONS AND NAMETAGS. PLACEMENT OF RIBBONS SHALL BE SIX AND ONE QUARTER INCHES DOWN FROM THE INTERSECTION OF THE FRONT SEAM AND
SHOULDER SEAM AND CENTERED OVER THE FRONT SEAM.
(6) NAMETAGS SHALL BE PLACED IN THE SAME MANNER ON THE RIGHT SIDE OF THE OVERBLOUSE.
(7) THE OVERBLOUSE WILL BE PURCHASED AT THE INDIVIDUAL’S EXPENSE AND WILL NOT BE PRESCRIBABLE.
(8) THE KHAKI OVERBLOUSE IS NOT AUTHORIZED FOR WEAR WITH THE 100% POLYESTER (CNT) SLACKS OR SKIRT. THE OVERBLOUSE IS AVAILABLE FOR PURCHASE VIA THE NAVY EXCHANGE UNIFORM CENTER, THE NEX UNIFORM WEBSITE AT HTTPS://WWW.NEXNET.NEXWEB.ORG/PLS/NEXAUTH/WG

D. FLIGHT SUIT MANNER OF WEAR. EFFECTIVE 1 OCTOBER 2011, STANDARDIZED WEAR OF FLIGHT SUITS
WILL BE IN THE MANNER PRESCRIBED AS FOLLOWS:
(1) CONUS: ONLY GREEN FLIGHT SUITS WILL BE WORN IN CONUS. GREEN FLIGHT SUITS WILL BE WORN WITH BLACK UNDERSHIRTS.
(2) OCONUS: TAN FLIGHT SUITS WILL BE WORN OCONUS AS DETERMINED BY THE NAVY COMPONENT COMMANDER. TAN FLIGHT SUITS WILL BE WORN WITH BROWN UNDERSHIRTS.
(3) THE GRADUATE LEVEL AIRCREW TRAINING PATCH SHALL BE WORN ON THE RIGHT SHOULDER ONLY.
(4) GARRISON CAPS ARE TO BE STORED IN EITHER LEG POCKET WITHOUT THE POCKET BEING ZIPPED.
EXPOSURE OF THE GARRISON CAP WHEN STORED IN THE LEG POCKET IS AUTHORIZED.
(5) THE ONLY EXCEPTION TO THIS POLICY IS THE FLIGHT SUIT AND COMPONENTS WORN BY THE U.S.
NAVY’S FLIGHT DEMONSTRATION SQUADRON (BLUE ANGELS).

E. CENTENNIAL ANNIVERSARY OF NAVAL AVIATION. THE CNO HAS APPROVED THE WEARING OF FLIGHT
SUITS AT DESIGNATED AVIATION CENTENNIAL CELBRATION EVENTS DURING CALENDAR YEAR 2011. THE WEARING OF FLIGHT SUITS TO APPROVED CENTENNIAL EVENTS IS CONTROLLED BY COMMANDER, NAVAL AIR FORCES. APPROVAL OF DESIGNATED VENUES WILL OCCUR ON A QUARTELY BASIS. COMMANDER, NAVAL AIR FORCES WILL PROVIDE FURTHER DETAILS AND GUIDANCE OF AUTHORIZED EVENTS AND FLIGHT SUIT MANNER OF WEAR TO DESIGNATED NAVY ORGANIZATIONS VIA SEPARATE CORRESPONDENCE.

Picture of NAS Jacksonville winning an award.

I noticed a picture of personnel wearing ribbons and metals, the ribbons that do not have metals are worn on the opposite side and order of presidence is to the center of the chest (inverted). My question is Where is that written?
